The delivery-window message, the driver's live status, the OTP at the door and the failed-attempt notice — at the volume a last-mile fleet runs, to recipients who are somebody else's customers. Nearly everything here is utility; the recipient never opted into anything and does not need to have.

The category decides everything else: the price, whether it reaches somebody who opted out, and the criteria it is reviewed against.

Volume is the rule: the sending limit and the quality rating

A courier sends more templates in a day than a clinic sends in a year, and two things Meta enforces are sized for that. A new number starts with a daily limit of unique recipients and climbs only as it sends without complaints — so a fleet that needs 50,000 a day cannot start there, and the warm-up has to be planned into the launch. And the quality rating is per number: a batch of failed-delivery notices to wrong numbers, each reported as spam, drops the rating and cuts the limit in the same afternoon. Zanii shows the tier and the headroom before a campaign is released, enforces the warm-up ladder automatically, and stops a send that would overshoot the limit rather than letting Meta reject the tail.

The double braces are variables WhatsApp fills per recipient. Meta rejects a template whose numbering has gaps, and Zanii catches that before you submit it.

Common questions

The recipient is our client's customer, not ours. Can we message them?
Yes, for the shipment: a utility template about a parcel addressed to them needs no opt-in in the UAE, Saudi Arabia or the rest of the GCC, because it is a transactional message about a service they are party to. What you cannot do is keep their number and market to them afterwards — that is the merchant's relationship, and a courier that does it is the one that gets reported. Zanii scopes each merchant's contacts to that merchant.
Can drivers reply from the road?
Drivers do not need WhatsApp access at all: their app updates the shipment status, and the status change fires the template. The recipient's replies — the location pin, the "leave it with the guard" — go to dispatch in the inbox, which can push the note to the driver's app. Keeping drivers off the business number is what keeps the number's rating in the fleet's hands rather than in four hundred drivers'.
Does TRA apply to these messages?
Oman's Telecommunications Regulatory Authority governs commercial messaging, and the Personal Data Protection Law (Royal Decree 6/2022) requires consent for marketing and a record of it. Meta's verification asks for the MOCIIP commercial registration; a free-zone entity (Sohar, Salalah, Duqm) submits its free-zone licence. Omantel, Ooredoo Oman and Vodafone Oman numbers all verify.
