Residents did not opt in to you — so almost nothing here may be marketing

A property manager inherits four hundred phone numbers from the developer's handover file and the tenancy contracts, none of which is consent to marketing. That is fine for everything the role is actually for — notices, maintenance, charges, access — because all of it is utility and utility needs no opt-in. The trap is the "community perks" message: the gym partner's discount, the retail tenant's opening offer, the developer's next launch. Each is marketing sent to a list that never consented, which in the UAE is a TDRA matter and under the PDPL a data-protection one, and residents report it at a rate that will drop the number's quality rating within a week. Keep the number for the building; if the community wants perks, ask on the app once, and Zanii records who said yes.

Common questions

Can residents raise maintenance requests by messaging?
Yes, and it is a better intake than the portal nobody logs into: a photo and a sentence open a conversation, the assistant records the unit, category and urgency, and a rule in Apps creates the ticket in your maintenance system or a Google Sheet. The technician's slot, the on-the-way notice and the closure all go back on the same thread, so the resident sees one conversation rather than four SMSes and an email.
The unit changed tenants. How do we stop messaging the old one?
Contacts are tied to units in Zanii through the lease reference, so ending the tenancy removes the number from that unit's notices the same day. The old tenant's history stays with the unit's record for the period your policy requires — which is what you need when the deposit dispute arrives — but nothing new goes to them. The most common leak in property management is the WhatsApp group that still has three previous tenants in it; a per-unit template list cannot have that problem.
Does TRA apply to these messages?
Oman's Telecommunications Regulatory Authority governs commercial messaging, and the Personal Data Protection Law (Royal Decree 6/2022) requires consent for marketing and a record of it. Meta's verification asks for the MOCIIP commercial registration; a free-zone entity (Sohar, Salalah, Duqm) submits its free-zone licence. Omantel, Ooredoo Oman and Vodafone Oman numbers all verify.
